Garda Vetting Process

All students who will be undertaking school, education or field placements, with children and/or vulnerable adults as part of their college course will need to complete garda vetting. The process for garda vetting is changing and there are now additional steps required.  Please see below the steps for completing garda vetting form.

Changes to e-Vetting

1.New Questions have been added to the e-Vetting application. One of these is below.

2.      There are also changes made to the birth section questions, and the address format (for those who have lived outside of Ireland)

3.      If an applicant has indicated that they lived in the UK or in the EU a new ID document question is provided. If the applicant has any identity documentation associated with this country they will be asked to upload it. Providing identity documentation can reduce the length of time for the vetting process.

4.      If the applicant has lived in the UK or the EU the vetting process will take longer. For the UK it can be up to 10 working days and for the EU it can take up to 20 working days for the searches to be conducted. This is in addition to the vetting process for Irish addresses

5.      Please Note: A student cannot engage in placement until a vetting disclosure has been officially received from the Garda National Vetting Bureau

The NVB1 form important information

·         The vetting subject’s name, address and date of birth must be entered correctly.

·         The vetting subject’s contact number and email address must be accurately provided.

·         The role stated on the form must be clearly defined and must be within the definition of relevant work or activity (School Placement for PME, MGO, BEd, BOid; Field Placement for ECE, Work Placement for Ed.Studies and Educational Placement for PDEFE)

·         The name of the Organisation must be specified on the form (Marino Institute of Education)

·         The consent box must be ticked ✓

·         The vetting subject must sign and date the form. A handwritten signature is required (digital signatures are not accepted)

·         The NVB1 must be submitted within 6 months of the date signed

·         The NVB1 form must be completed in full, signed and dated prior to an application being entered on the GV portal.

Identity Document Schedule

a.     Applicants must supply proof of identity and Proof of Address

b.     Only the following documentation are acceptable to be provided with each invitation form – Over 18

                                                              i.      Proof of identity – (cannot be expired)          

1.      Passport from country of citizenship

2.      Irish/EU/UK Driving Licence or Learner Permit

3.      Irish Certificate of Naturalisation

4.      National Identity Card (EU/EEA/Swiss Citizens)

                                                            ii.      Proof of Address – (within the last 6 months)

1.      Bank Statement from a recognised bank (not a private money lender of Revolut)

2.      Credit Union Statement

3.      Credit Union Passbook

4.      Utility Bill (only from Gas, Electricity, Television, Broadband, Waste and TV Licence)

5.      Government Bodies correspondence

6.      Local Authorities (letter from Co Council confirming tenancy)

1.      Under 18 – in circumstances where an applicant under the age of 18 does not have documentation above, the following will be accepted

                                                              i.      Birth Certificate

                                                            ii.      Written Statement by a school principal or accredited third level institution confirming attendance and address. 

Applicants must bring original documentation (proof of identity and proof of address) and a copy of each.

A member of MIE staff will

1.      Verify that the copies provided are true copies of the original documentation

2.      The documentation is in date (Proof of identity is not expired, proof of address is under 6 months old)

3.      The photo on the proof of identity matches the vetting subject and is of high quality and clear

4.      The date of birth provided matches the date provided on the NVB1 form

5.      The applicants full name is listed on the proof of address and the document is on headed paper.

6.      The name on the proof of identity and proof of address, matches the name on the NVB1 (e.g. married name)

Once satisfied that all is in order, the identity document validation form is completed and signed off. The NVB1 can then be entered on the NVB portal.
